The European Bank for Reconstruction and Development will allocate funds for updating the fleet of dual-powered electric locomotives
The Single Project Portfolio (SPP) currently includes an important project to renew the fleet of electric locomotives. The European Bank for Reconstruction and Development (EBRD) is ready to provide a loan that will allow Ukrzaliznytsia to partially update the fleet of dual-powered electric locomotives.
This was discussed today at the meeting of the team of the Ministry for Development of Communities and Territories of Ukraine with representatives of the European Bank for Reconstruction and Development.
"Currently, the EBRD is ready to allocate a loan of 300 million euros for the purchase of 50 electric locomotives. At the same time, thanks to grant funding from the World Bank project “Rehabilitation of Critical Logistics Infrastructure and Network Connectivity” (RELINC), it will be possible to purchase 30 more electric locomotives for a total of 190 million US dollars. Thus, Ukraine will be able to replenish its locomotive fleet with 80 units of dual-powered electric locomotives. Thanks to the Single portfolio of investment projects, we have the opportunity to mobilize the resources of partners and direct them to the implementation of priority projects", – said the Deputy Minister for Development of Communities and Territories of Ukraine Tymur Tkachenko during the meeting.
Deputy Minister for Communities and Territories Development Maryna Denysiuk emphasized that the interest of one of the largest donors of Ukraine in joint investment projects will contribute to faster economic recovery of our state.
Arvid Türkner, Managing Director for Ukraine and Moldova at EBRD, noted that even now it is necessary to coordinate each joint project step by step to make sure that everything goes according to plan.
Oleksandr Pertsovsky, Head of the Board of JSC "Ukrzaliznytsia", noted that in addition to the renewal of the locomotive fleet, the program of implementing a system of distributed generation on railways to overcome the shortage of electricity in the winter period is also important. The parties agreed to set the deadlines for the specified projects in the near future.
In turn, the Head of the State Agency for Reconstruction and Development of Infrastructure of Ukraine, Serhiy Sukhomlyn, noted that within the framework of the "Development of the Trans-European Transport Network" agreement between Ukraine and the EBRD, it is necessary to review the possibilities of financing the restoration of the operational condition and improvement of road traffic safety on the M-06 highway Kyiv - Chop. These are plots in the Kyiv, Zhytomyr and Rivne regions.
The parties discussed the terms of signing arrangements and guarantee agreements.
Separately, participants of the meeting discussed the assistance of the European Bank for Reconstruction and Development and the International Finance Corporation (IFC) in continuing the implementation of concession projects in the Ukrainian ports of Olvia and Chornomorsk. Deputy Minister for Development of Communities and Territories of Ukraine, Tymur Tkachenko, noted that the EBRD's assistance in this field is very important, taking into account all the military challenges, and offered to hold a separate meeting dedicated to this topic.
