Who we are

The Ministry for Communities, Territories and Infrastructure Development of Ukraine (Ministry of Infrastructure) is the central executive body, whose activities are directed and coordinated by the Cabinet of Ministers of Ukraine.

 

Fields of responsibility and main functions

 

The Ministry of Infrastructure is the main body in the system of central executive bodies, which ensures the formation and implementation of state policy:



  • in the field of road, rail, sea and inland water transport, provision of postal services, as well as ensures the formation and implementation of state policy in the field of air transport and the use of Ukrainian airspace, tourism and resorts (except for the implementation of state supervision (control) in the field of tourism and resorts), multimodal transportation, protection of critical infrastructure in the sectors for which it is responsible, development, construction, reconstruction and modernization of the infrastructure of aviation, railway, sea and inland water transport, road management, navigation and hydrographic support of shipping, merchant shipping, on safety issues in aviation, public road transport, urban electric, railway, sea and inland water transport, as well as state supervision (control) of safety in aviation, public road transport, urban electric, railway, sea and inland water transport;

  • in the field of development, construction, reconstruction, repair, arrangement and modernization of crossing points across the state border, their maintenance and operation;

  • in the field of development of local self-government, territorial organization of power and administrative-territorial system, housing policy;

  • in the field of improvement of settlements, housing and communal services, household waste management;

  • in the field of construction, urban planning, spatial planning of territories and architecture;

  • in the field of technical regulation in construction, pricing in construction;

  • in the field of restoration of regions, territories and infrastructure affected by the armed aggression of the Russian Federation against Ukraine;

  • in the field of architectural and construction control and supervision;

  • in the field of control of housing and communal services;

  • in the field of energy efficiency of buildings.

 

The main tasks of the Ministry for Communities, Territories and Infrastructure Development of Ukraine:

 

1) ensuring the formation and implementation of state policy:

 

  • in the field of road, rail, sea and inland water transport, provision of postal services;

  • in the field of state regional policy, development of local self-government, territorial organization of power and administrative-territorial system;

  • in the field of state housing policy and policy in the field of urban improvement, state policy in the field of housing and communal services, provision of household waste management services, construction, urban planning, spatial planning of territories and architecture, technical regulation in construction, state policy of pricing in construction, in particular regarding:

    • creation and functioning of the system of strategic planning of regional development;

    • promotion of increasing competitiveness of regions, ensuring effective use of their internal potential;

    • stimulation of regional development and reduction of territorial differentiation according to indicators of socio-economic development;

    • restoration of regions, territories and infrastructure affected by the armed aggression of the Russian Federation against Ukraine;

    • formation of an effective system of institutional support for the implementation of state regional policy;

    • formation of capable territorial communities;

    • assistance in the creation of quality management systems by utility service providers and managers based on national or international standards;

    • monitoring the status of settlements for housing and communal services;

    • conducting industry reporting in the field of housing and communal services;

    • improvement of settlements;

    • formation of a unified technical, socio-economic policy in the field of drinking water, drinking water supply and drainage;

    • approval of heat supply schemes for settlements with more than 20,000 inhabitants and regional programs for modernization of heat supply systems;

    • household waste management, participation in the development of the National Waste Management Strategy and the National Waste Management Plan;

    • participation in the approval of regional waste management plans;

    • implementation of standardization in construction in order to create a safe environment for human life and health;

    • organization of territory planning activities at the state, regional and local level;

    • monitoring the state of development and implementation of urban planning documentation at all levels;

    • determination of state interests for their consideration during the development of urban planning documentation of the appropriate level;

    • maintaining the urban cadastre at the state level;

    • urban planning monitoring;

    • defining criteria that must be met by expert organizations that carry out the examination of construction projects;

 

2) ensuring the formation and implementation of state policy:

  • in the field of air transport and use of the airspace of Ukraine;

  • in the field of development, construction, reconstruction and modernization of aviation, railway, sea and inland water transport infrastructure;

  • in the field of road management;

  • in the field of navigation and hydrographic support of shipping, commercial shipping;

  • on issues of technical regulation in transport;

  • on transportation of dangerous goods by transport;

  • on safety issues in aviation, public road transport, urban electric, railway, sea and inland water transport;

  • on issues of state supervision (control) of safety in aviation, public road transport, urban electric, railway, sea and inland water transport;

  • on issues of transport infrastructure development;

  • in the field of tourism and resorts (except for state supervision (control) in the field of tourism and resorts);

  • in the field of multimodal transportation;

  • on issues of protection of critical infrastructure in the sectors for which the Ministry is responsible;

 

3) ensuring the formation of state policy:

  • in the field of maintaining and functioning of the State Register of damaged and destroyed property as a result of hostilities, terrorist acts, sabotage caused by the military aggression of the Russian Federation against Ukraine;

  • in the field of architectural and construction control and supervision;

  • in the field of control of housing and communal services;

  • in the field of energy efficiency of buildings;

  • on issues of the information and analytical system of management of the reconstruction process;

 

4) provision of technical regulation in the field of:

  • transport;

  • construction, urban planning, spatial planning of territories and architecture;

  • industry of construction products (products);

  • housing and communal services;

  • energy efficiency of buildings;

  • 5) participation within the limits of the powers provided for by law:

  • in the formation and implementation of the state tariff policy;

  • in the planning and organization of logistical support of the defense forces during the execution of tasks for the defense of the state, protection of its sovereignty, territorial integrity and inviolability.


The Regulation on the Ministry for Communities, Territories and Infrastructure Development of Ukraine was approved by Resolution of the Cabinet of Ministers of Ukraine dated December 17, 2022 No. 1400 "Some issues of the activities of central executive authorities".
